It is possible that muhammadmujahid was thinking of the old Darsonval (spelling) meter movement which operates on current flowing in a moving coil within a manetic field. Of course the digital meters of today do not rely on such antique meter movements.

Normally current is measured by breaking the circuit and inserting the current measuring meter. Scales are obtained by varying the amount of shunt resistancre. Voltage on the other hand, does not require "breaking the circuit" but has what is known as multiplying resistors for the different scales. In both modes, resistors are used internally and allow "on scale" readings. Stick with 3.
