How did the practice of granting citizenship to conquered people benefit Rome? A) Citizens could be called on to serve in the army, thus adding to Rome’s power. B) Taxes could be collected from citizens and used for the government. C) Dictators could tell new citizens who to vote for. D) People were less likely to rebel if they were citizens.

I think all of those sound fairly reasonable. I'd say B) sounds like the most logical though. Rome collapsed due an economic implosion if I remember correctly, so taxation of a new working citizenry would provide additional revenue and a stronger economy.
