Could somebody tell me why HF can form only two hydrogen bonds though fluorine has three lone pair electrons?

because H do not have vacant orbital

Isn't the image is like ...(H-bond)...HF...(H-bond)...? (you remind me that H doesn't have vacant orbital, thank you :) but i still feel confused why the other two l.p. cannot form hydrogen bond with H. could you help me?

in hydrogen bond formation the lone pair enter into vacant orbital acc. to your ques. the rest reamin as such there is no orbital. u alo heard about lone pair repulsion too .. u can ay may be due to thiss but the main reason is no vaccant orbital
