I hope I am not too late to answer this question. Impunity is when someone who committed a crime is not punished for it. Impunity is a term which is used very often in the field of Human Rights. Very often, especially in the countries of the South (older term: the 3rd World) severe atrocities against humanity take place. Massacres or genocides -for instance. This is when the major offenders (very often leaders of certain ethnic groups or countries) should be punished by law, yet, because of their high position, they manage to escape the justice -one way or another. This is what impunity is. More-or-less: the immunity from being punished for a committed crime. The two examples that come to my head are Robert Mugabe and Omar al-Bashir.

Generally speaking, impunity is an internal state within someone who commits a crime who believes they're above the laws. A contemporary example is how banks behaved during the stock market crash, how politicians used insider information for profit - they acted with impunity...because they believed they were above the law.
