btw I think it will be 42.8 since the nth digit is 5 and 8 is even ..

right, so a decimal can be converted to % just by the first 2 places after the decimal

I've never heard that bit about even digits... I've always round up from 5

I am using http://en.wikipedia.org/wiki/Rounding#Round_half_to_even but there is also a convention of round half to odd ( http://en.wikipedia.org/wiki/Rounding#Round_half_to_odd) but this is barely used.

It's the first time I've ever heard anything but round up from 5 in my 42 years of life, but I just looked it up too and see it in wikipedia. I dont like it though because if you use say round to odd, then 8.5 and 9.5 would both round to 9 or round to even the 8.5 rounds to 8 while 9.5 to 10... I don't know... it just seems weird to me.

Have you taken numerical analysis before in university? :) And also round half to even is always used unless it makes things looks wrong like in 0.5 and many other cases.
