yes it can be polarized. it happens in capacitors
but if the insulator is in the common situation, It still can be polarized? (if there is charged body near to the insulator)
can u state the specific situation u are referring to?

u see whenever a body is subjected to an electric field, the molecules within it tend to realign themselves in accordance to the strength of the electric field and the degree of freedom of movement of the molecules. in case of the insulator being of a material (such as water molecules) which can be polarised, they realign themselves in accordance to the subjected field and thereby are polarised. i m just a novice, u better check this answer with ur professor
