Impossible to say. It depends on what the person's resting heart rate is and what their heart rate was during exertion.

I'd say it isn't 195. That's more what I'd expect the heart rate to be during exertion, not after it.

120 for an out of shape person would be reasonable. For an in shape 26 year old - me - the resting heart rate is 35 bpm, a running heart rate is around 180 bpm and 5 min after exercising it's usually around 55 or 60 bpm. I think the key of the problem is that as the person is in better and better shape (also, as exercise decreases in intensity) the heart rate after 5 minutes is lower.
