I don't like the wording of this question. "can they always form a diameter" well yes, but only if you break them up. I'm inclined to agree with imranmeah, but if you allow the rearrangement of the radii, then you you can technically form a diameter from two radii. Still, I say imranmeah is correct.

BY the use of the word always in the question, I would also agree that two radii for a circle do not *always* form its diameter.
