The question gives you three possible things the scientists could have varied: amount of water, amount of fertilizer and hours of sunlight per day. Any of these could have affected plant growth. But to tell which one actually did, you ask "Which two were the same for both plants and which one was different?"

I think it's fertilizer. The other two possible variables - light exposure and water - were the same for both plants. So any difference between the two plants would have to depend on the third variable (which differed between the two).

i think it's about nutrition. so, the situation may have a relation with law of the minimum or in general, the uptake of essential elements. i agree with "blues", it should have a connection with fertilizer but i think, in this experiment, hydroponic systems or a clayey soil with same organic matter but different nutrient concentrations (as different in 2 grams of fertilizer and 3 grams of fertilizer) could be used instead of fertilizer. in my opinion, this would not change the result. B would be taller. because, my argument here is the requirement of the plant for essential elements is more likely higher than the concentration of essential nutrients in 2 grams of fertilizer. so, B, which is able to uptake much more nutrients than A is taller consequently. sorry for lateness.
