I dont understand Inequality's at all so idk what you mean by satisfy the inequality
An inequality really is an expression of a restriction. So using your example, \[y \leq x+2\] This means that y is allowed to exist in a particular region of the real number line. That is, y is allowed to take all values up to and including the value of x+2, whatever x may be. However, y is restricted to this region, because it cannot be more than x+2, whatever x may be.
