Yep. It's a typesetting language called LaTeX, which you can google if you want to know how to do other things.

You only need to type the outer brackets \ [ once. and then you need to type numbers after the \frac.

or using the \left and \right style brackets, \[ \left[ \frac{2}{3} \right] \]
