In the phrase: "I know that I will fall short, but no harm trying", can I translate "no harm trying" as "to try as hard as I can"?

Nope. It means "it won't hurt me to try" or "trying won't cost me anything." Or maybe even "better to try than not to." (The word "harm" means "hurt.")
