Why are different metals sometimes aded to molten carbon steels?

The most common case is probably adding about 11% by mass chromium to make stainless steel. The chromium forms a thin film of chromium oxide on the surface of the cooled steel, which mostly prevents the steel from rusting, because oxygen from the atmosphere can't contact the iron to form iron oxide (rust).
