This is calculus. You need to use implicit differentiation and they plug in (2,5). At least that is what I recall from calculus.

Is that the course you are studying? Tangent lines are calculus.
You could always use the fact that the radius is perpendicular to the tangent at the point of tangency.
The center of the circle is (0,0). The slope from (0,0) to (2,5) is 5/2 So the slope of the tangent is -2/5. Now write the equation of a line that contains the point (2,5) and has slope -2/5. That is the equation of the tangent.

Because that is a calculus question. I would ask that question if I was teaching calculus. It could be a geometry question, but not sure I would ask that question if I was teaching geometry.
