Tone and mood are two different ideas. Tone is an intellectual interpretation while mood is an emotional interpretation. The answers should be different from each other. I'm not sure of the answer because I would need some ideas as to what happened before and after the passage.

I think they just want for the tone of that one passage, or else they would have put more or said the tone of the whole story. Thanks for the help, I get why you say the two answers should be different, but if anyone else has an idea and wants to help, that'd be great!

I would actually say that the quote's tone is melancholy because tone is considered the author's feeling about the subject whereas mood is how the reader feels. The author seems to feel sadness for the subject in the quote.
Within the piece as a whole, the mood is probably best described as dejected, "low spirits/dispirited."
