what is the doctrine of popular sovereignty and its relevance to the Kansas-Nebraska Act of 1854?

popular sovereignty was a document that I think was proposed by Stephen Douglas, doublee check me on that, and it said that those who lived in Kansas or Nebraska could choose whether they wanted to be a slave or free state. Of course this led to Bleeding Kansas, since many people from the South and North were moving west to gain those states for themselves. Most of the Southerners however would have to be wise where they put their slaves, because there was a lot of violence, and they couldn't risk their slaves being killed. And popular sovereignty was part of the Kansas-Nebraska Act
