I've visit the Purdue OWL website. There is a sentence on its mainpage as follows: The Purdue University Writing Lab and Purdue Online Writing Lab (OWL) assist clients in their development as writers—no matter what their skill level—with on-campus consultations, online participation, and community engagement. My question is: Why they use "no matter what their skill level" rather than "no matter what their skill level is".

There is nothing wrong with the way that is phased. The word 'is' is not necessary.

jag is right -- that additional word is not necessary. The phrasing is more sophisticated as it appears in the original. The careful elision of words in constructions such as this, where grammar permits, results in writing that is more graceful and compact.
