Foreshadowing is when the writer gives the readers clues as to a future event. This is not a great example of that, but it is hard to execute good foreshadowing in only a few sentences.

No. Situational irony involves actions that have an effect that is the exact opposite of what was intended or expected. He picks up the phone twice before it rings, therefore, he and the reader are expecting the phone to ring and it does. This is definitely not an example of irony.

Irony usually causes that "what the heck?" reaction. Foreshadowing, when done well, causes a "oh, yeah! Now I see!" reaction.
