because they don't know everything, you know. They come up with some idea, form a hypothesis or a question from it, and then test the hypothesis, or try to answer the question with the help of experiments

A question/hypothosis is kinda the question they are doing the experiment to solve.

Consider the Michelson-Morely experiment, which helped Einstein develop his special theory of relativity, and disproved the theory of luminiferous aether. Michelson and Morely did not merely set out with the intention to, "Let's talk about light and stuff." They said, "How can we objectively measure and observe the movement of light, such that, by extension, the movement can help prove or disprove aether?"

acc, to my personal view they start with question as they dont want to do anything and if any one do so they dont see +ve effect of it, they always tried to point out -ve effect as more they can so the person who is giving theory his confidence will loose and this is also still hapening not among scientist but btw us too i guess its human tendency :P
