"Effect" is a noun, and "Affect" is a verb.

Not always; both can be nouns or verbs that all mean different things. Examples: -"That Korean barbecue had a really bad effect on my stomach." //Noun -"I effected change within the community by volunteering." //Verb -"After his wife died, he developed an unpleasant and choleric affect." //Noun -"Having low tire pressure affects your gas mileage." //Verb

Yup. You learned that bad rule somewhere along the line because in many writing environments, "affect" appears only as a verb (the other sense is clinical) and "effect" appears more commonly as a noun (its use as a verb is quite common in what is generally regarded as a higher register of English). This is the problem with shorthand-type rules. People learn bad stuff.
