How do you know which element gets the partial charge + and which gets the partial charge - ?

the electro-negativity of the participating atoms. take hydrogen and nitrogen for example, in NH3. Nitrogen has a much higher elcetro-negativity than Hydrogen. therefore it becomes partially negative, whlie the hydrogen end of the molecule becomes partially positive.
