what is inertial frame of refrence

A place where you are either at rest or moving with uniform velocity with respect to the earth. This is a place where Newton's Laws hold. Earth is considered an inertial frame, since all observations are made here and all laws should hold here. But suppose you are sitting inside your car, and it is moving. You are in a non-inertial frame.(You see the driver to be at rest, but a person outside sees him moving).
