you can get the answer down to 2 possible choices, because the y intercept happens when x=0, Wherever you see x in the equation, replace it with zero. You get y= 0*0 + 2*0 – 3 you know what 0*0 ! and 2*0, so y= -3 is one of the answers as an (x,y) pair, it is (0,-3)
