mostly true, but not quite. A charged particle is an ion, but a polar molecule means that there are areas of a single molecule that have partial positive and partial negative charges. If the electronegativity of two bonded atoms is different, they will share their electrons unequally. If there are any unbalanced "pulls" on the electrons around an atom in a molecule, the molecule will be polar. A molecule can have partial charges and still be non-polar. Carbon dioxide is one such molecule.
