I'm citing an article who just so happens to quote a line from Yertle the Turtle, by Dr. Seuss. It goes like this: he commanded the other turtles to climb back on back to build him a throne, higher and higher, "For I am the ruler of all that I see!" Would my in text citation be just the name of the author of the article, or does it have to include Seuss as well?

It is hard to see the full context from your excerpt, but if you are quoting the article then your cite the author and not Seuss. However, I would signal the quote with something like, [Author's name] (Date), inspired by Dr. Seuss, states, "[the quote]" (page or paragraph number).
