In a certain city, 250 men in a sample of 1000 were found to be smokers. In another city, 750 men in a random sample of 2000 were found to be smokers. Does this indicate there is a greater proportion of smokers in the second city than the first?

from the information given, the ratios of smokers in both cities are 2:8 and 3:8 ... i think we can conclude that the proportion of smokers in the second city are greater than the number in the first...

i guess we are supposed to compare the ratios \[\frac{250}{1000}=.25\] and \[\frac{750}{2000}=.375\]

doesn't the word random used there make a difference? notice it was used for the second city sample but not for the first... is that there to just confuse the student or it actually means something?
