how does weak party discipline make it difficult for the federal government to enact public policy?

If you were the president, and party discipline was weak in your party, public policy that you want to pass is hard to enact because weak party discipline implies that your party might not auto-approve (rubber stamp) the policy you're pushing, making it very hard for it to pass, as if your own party can't unanimously (or close to unanimously) agree on your policy, you can't really expect the other parties to sign on to said policy. Sorry if this was hard to read or understand, it was kinda hard for me to convey what I wanted to say.
