no because as you zoom in the pixels get bigger which results in the appearance of it losing quality

First of all, zooming only affects the display of a picture, not the picture itself. So you can't really damage the picture. So I presume you mean zooming in without "noticing pixels"

If your picture has a very large resolution, say 2000x2000, and you're only looking at it on a 640x480 screen (you're zoomed out from original size), you can zoom in without "losing" anything. So next I presume you mean zooming in from the original resolution.

And at that point FrostBoom is right; you cannot somehow gain pixels that weren't there before.

However, it is possible to make a zoomed-in picture _look_ less blocky, by using "smoothing", or "antialiasing".
