It should be the primary immune response. The point of a vaccination is to introduce the pathogen in a safe manner (an inactive form of the pathogen, meaning weakened or dead) which stimulates the primary immune response. The next time the pathogen is introduced in an active state the body can fight it off faster via the secondary immune response.
