DON'T START WITH JACKSON!!! :-) LOL  Jackson's text would definitely be the one to avoid if you want an enjoyable experience.  "A Student's Guide to Maxwell's Equations" by Daniel Fleisch is a good read though.  I also really enjoy "Physics for Scientists and Engineers" (Calc. Based) by Randall Knight.  Also, "College Physics" (Algebra Based) by Knight, Jones, and Field, provides a decent description of Electricity and Magnetism, but there's not much on Maxwell's equations there.  Hope that helps.

If you don't need to learn the particulars of Maxwell's equations, pick up that "College Physics" book.  It is far and away the best Algebra based Physics text I've ever seen.
