Water is a polar, covalently bonded molecule. This means that when the electrons are shared they spend more time orbiting the oxygen than they do orbiting the hydrogen. This creates a slight charge pole. It it because of this slight variation in charge that causes water molecules to be attracted.

in water there exists Hydrogen bond and continuous formation and breaking of Hydrogen bond is the prime reason for attraction and liquidity of water molecules
