Hmm I'm no meteorologist, but perhaps I can point you in the right direction. Our weather models are still far from perfect - we lack the capability to 100% reliably predict when rain will occur. Instead, I think that when you see a 50% chance of rain on your weather forecast, what that means is - when a day like today occurs, there is a 50% chance that it will be raining. Meteorologists do this by taking a look at all of the various conditions: temperature, humidity, etc. that affect weather, and seeing if they correlate with rainy days. You can imagine then, that since our understanding of complex weather systems is far from complete, we cannot conclusively predict rain or not.
