There was a question like this earlier today. You didn't include the choices, but whatever they are, you answer will be something that falls into the definition of what separate but equal was. (Other than illegal) Separate but equal was the idea that all people would have the same things, but they would be separated so the races wouldn't have to mingle. Like the buses, with blacks being at the back of the bus. It was separate because they couldn't mingle, but considered equal because they both were able to be on the bus. Same with restrooms. There were white and colored restrooms, so they were separate, but since both had access to restrooms it was called equal.
