if I have to graph an equality of 2x -3y is greater or equal to 3 do I use y =mx+b . How can I be sure the graph is correct ?

Typically, you would put the equation into a form you can graph: y=mx+b is good. Then graph the line (solid if >= or dotted if strictly > (or <)) then figure out which side of the line satisfies the inequality

To do the last step, pick a simple point e.g. (0,0), plug it into your equation and see if it satisfies the inequality. If it does, the side of the line (0,0) lies on is the side that all solutions lie on.
