There are 2pi radians in a circle so the wheel is covering 4/2pi of a circle per second. Apply that ratio to the calculated circumference to get inches per second

I don't have to convert 2pi into a number to match 4? because 4 is less than 2pi correct?

Right, the wheel is not completing a full revolution in 1 second. You can convert to a number at the end of the calculations.
