Post hoc ergo propter hoc(false cause) --basically from one reference frame an event occurs-- that frame of reference then observes an event following the first. Following the observation of the second occurrence, the frame of reference then concludes the former occurrence is the cause latter event, rather than a casual link it is the direct result.

IT seems as if the two definitions you are seeking relate to casual events or occurrences, to which the frame of reference arrives at a conclusion based off of a few observations that don't 'live up to' or act as sufficient evidence to support the conclusion. The two fallacies may seem 'bigoted' or 'biased' with the intention to assert a 'quasi-fact' to portray a subjective viewpoint in an argument.
