I understand how you got that answer because I got it too when I used 100 but would I do it like this: 533200 x ------- x ------ 18.41 81.59 If 18.41 is a part of the population, wouldn't I be solving for the REST of the population instead of 100 (the total population)?

I got the 81.59 by subtracting 100 - 18.41 because I'm solving for the REST of the population - anyone not between 25-35.

The question says that the 18.41% number is "....18.41% of the city's population". So if 533200 is divided by 18.41 we get one percent of the whole city's population.
