Front face radius is 4" from \[Area_{circle} = pi * r^2\] That means the minute hand radius is 3.75" From three to seven the hand moves 1/3 of a complete revolution so the length of arc should be 1/3 the circumference. \[ArcLength=1/3 * Circumference\] \[ArcLength=1/3 * 2*pi*radius\] giving you 8.375"
