it means multiply the number by all numbers less than itself until you get to 1. e.q. 4! = 4 x 3 x 2 x 1 = 24

so 10! = 10 x 9 x 8 x 7 x 6 x 5 x 4 x 3 x 2 x 1 which can also be written as: 10! = 10 x 9 x 8 x 7 x 6!

yes - but note that the 6! term can be cancelled out from numerator and denominator
