It is definitely NOT the cell membrane. That's not a tissue, and it's completely useless for limiting water loss.

The stomata do indeed limit water loss when they close, but the loss that they're limiting is the water loss that occurs when they're open. I don't think they're quite what this question is asking about. There are actually a few possible answers, depending on the context in which the question was asked. I'm guessing this is a multiple choice question (most of the questions posted here are), so... the best thing to do is look at the options and see which of them provides some sort of barrier to the outside world.
