First thing you want to do is get rid of the second term's negative exponent by multiplying the second terms exponents by negative 1 (you are raising a power to a power) and you get (x^8y^-9). Now multiply the two terms together by adding exponents and get x^13y^-16. Since you don't want any negative exponents in your answer take the y part of the term and move it to the denominator. and get (x^13)/(y^16)
