What were the major difficulties the united states government faced in restoring the former confederate states to the union and in integrating the former slaves into american society? (American History - Reconstruction)

This is all I can remember from my AP US class - Some of the northern states were looking to make the south pay for everything that had happened, but eventually they were just let back in with very few repercussions. There was still a lot of tension and animosity here, though, and the United States still weren't really united as a nation, even if they were legally. People had very different opinions about how much freedom former slaves should get. Many felt that since they had fought in the war that they should be granted full rights, but many still held extremely racist views and still saw them as inferior to whites. It was extremely hard to build up the former-slave community, since they had nothing. It was hard for them to get an education, or jobs, and many of them ended up back on the plantations that they had been freed from. They were allowed to leave, but had nowhere to go. There was a lot of conflict about all of this, which put a lot of tension on the states that were just beginning to get back together as one.
