How come a computer with 4 GB can hold so much but an 8 GB iPod Touch can only hold less than that? Are the types of GB different?

When we speak of a desktop computer having 4 GB, we are actually referring to it's RAM capacity, or main memory, and not the size of its disk or ssd.

The PC's main memory (known as RAM or core) is a PC's working memory, storing information about the apps that are currently up and stuff, and secondary memory (existing on auxiliary media such as hard disks or solid-state drives as well as on stuff like USB flash) is where all your music and movies are stored in the computer (as well as programs that are not currently running). 4GB for a PC is still a comfortable amount of RAM, and it's commonplace for desktops to have at least 128 GB of secondary memory and upwards to several TB of memory.

When we speak of an iDevice having 32 gigs or 64 gigs, we are likely referring to its storage capacity, how much apps and music we can put in it.

so yeah, when people talk about GBs on a PC and GBs on a smartphone or iPod, they are usually talking about different things (different types of memory).
