hobbs think since in a democracy people will vote for their self interest, Hobbes believed this system would not work. Hobbes advocated for a strong central government to provide direction and leadership. Without this strong monarch, society would be in a constant state of war and fear. This leader was not chosen by God, but individuals would give up their individual rights to this leader. To lessen the chance of corruption, a group of representatives would offer suggestions to the ruler, but all final decisions would be made by the leviathan.
