actually D is the correct answer

Well you could analyze each choice. For (A), it says that -2x-8 is greater than -44, but in your original inequality it clearly says "-44>-2x-8" so -44 must be greater than -2x-8. So you know (A) is wrong. For (B), well -44>-2x-8 reduces to -36>-2x so that says -2x is less than -36. If -2x is less than -36, it certainly can't be greater than -44, so (B) is wrong. For (C), it says -44 is greater than -2x-8, which is what your original inequality says, so that's right. It also says that -8 is greater than or equal to -2x-8 but your original inequality states that -8 is less than or equal to -2x-8, so that's wrong. So (C) is only half-right. That leaves (D), which states that -44 is greater than -2x-8 and that -8 is less than or equal to -2x-8, which is exactly what your original inequality states. So, as @nholley said, the correct answer is indeed (D).
