Sure, in principle, although that's a faintly ridiculous way of phrasing it. No one expected France or Germany to usefully defend the United States if, say, the Soviets launched a nuclear attack on the American West Coast using submarines stationed in the Pacific. The founding principle of NATO was, first, that the NATO nations would defend EACH OTHER from a Soviet attack, e.g. France and Britain would come to the assistance of West Germany, and vice versa, and, second, that the United States would come to the assisstance of the West European nations, in particular West Germany. It's worth remembering that the United States had twice delayed coming to the assistance of Western Europe until its own interests were more seriously threatened -- in the First World War, the US did not enter until 1917, and in the Second, the US did not enter until 1941. NATO was in large part a bargain in which the US agreed to come immediately to the assistance of Western European countries, while in exchange those countries agreed to provide forward basing for American forces. (That is, American forces could be stationed right up close to the borders of the Warsaw Pact, for maximum defensive flexibility.)
