So both the NaCl and the water can diffuse out of the bag, keep that in mind. The salt is more concentrated inside the bag, so it'll want to get out of the bag into the water. The water is more concentrated outside of the bag, so it'll want to go into the bag. Assuming that the other 80% of the substance in the bag is water, the balance between the two would be 10% NaCl and 90% water both inside the bag and outside in the solution.
