Just count how many blocks go all around the rectangle.

Count the small divisions on the scale. That will be 6 horizontal and 8 vertical. The perimeter is the sum of all sides. So you will sum 6 + 6(both horizontal sides) and 8 + 8(both vertical sides). Therefore 28. A)

ty. but I have one question, I counted I got 9 vertical and 7 horizontal, and you counted and got 6 horizontal and 8 vertical did I count different?

You need to count the white spaces inside the divisions, instead of the divisions.

Yes you counted wrong. You don't count any of the points. You count at how many spaces are between. I don't know if you understand it.
