\[Slope = \frac{-2 -(-4)}{6 - 0} \implies Slope = \frac{2}{6} \implies \frac{1}{3}\]

This is the slope and one y intercept is -4
So:
\[y = mx + c\]
\[m = \frac{1}{3}\]
\[c = -4\]
Just plug in the values and find the equation..
