why, generally, eight electrons count for the stability of atom ....why not not six or ten (except helium and hydrogen)...
there are more electrons as you go down in periodic table or in other words when you increase shell number but i get your drift... you mean valence electrons... well id say it like this... that number 8 is because it is exactly amount that fits in shells without electrons repulse themselves, exactly enough for core to attract without electrons shading themselves of attraction etc... basicaly it is point of energy, if there were more or less electrons at the given amount of protons that energy bilance wouldnt be lowest, that is why it is how it is, it is exactly as it needs to be, one positive charge and one negative charge with same values of charge but opposite... and electrons are distributed equaly trough given space for given energy level...
so basically you mean....lowest energy state...is the reason
